Once you're all set up you need to decide what the focus of your blog is going to be, especially if you are planning on making money online with it. Pick a passion or some other subject you have interest in. You don't want to be bored to death blogging about something you have no interest in.
Once everything is set up you need to let time pass. After about 3-6 months your blog should be well established online as long as you are keeping fresh posts on it. Try for at least 3 new posts each week if not more.
